City council
Seven members, all elected at large, so every one of them represents you and any of them can be written to about anything. First and third Monday of every month. A meeting falling on a legal holiday moves to the next weekday that is not a holiday.
Council office
Water, rubbish and recycling
A missed bin is the hauler, Priority Waste. A broken bin, a water main or a sewer is the city. The rules underneath are the ones the city publishes, so you can check a bulk item or a bag limit before you drag it to the kerb.
Water billing
Your water bill, meter readings on the bill, payment arrangements and starting or stopping service.
- Pay at City Hall in person, at a City Hall drop box, or online.
- Automated payments by phone go through Point and Pay on 844-400-3556.
- The Water Residential Assistance Program helps households behind on a bill.
Water and sewer division
The pipes themselves. Water main breaks, sewer backups, hydrants, shut-offs, meter installation and repair, and Miss Dig staking.

Water and Sewer Superintendent
- Water main repair, water gate and outside shut-off maintenance, water tap and meter installation.
- Sanitary sewer and manhole cleaning, pump station maintenance, fire hydrant repair.
- For a main break or a sewer backup out of hours, call the emergency line.
Household rubbish and bulk pickup
General trash in the black city bin, plus bulk items on the same day as your recycling week.

- Trash is collected between 7am and 7pm on your assigned day.
- Bulk pickup runs every other week, on your recycling collection day.
- Two bulk items per service, or eight extra bags of trash.
- Taken as bulk: appliances, carpet and padding, furniture, mattresses, televisions, toilets and sinks.
- Leave four feet between the trash bin, the recycling bin and anything set out beside them, on the street side of any ditch.
- Collections move a day later during the weeks of Memorial Day, 4 July, Labor Day, Thanksgiving, Christmas and New Year.
- Extra bins are an annual fee through the city's online store.
Curbside recycling
One bin per property, single stream, collected every other week on your normal trash day.

- Taken: empty and rinsed plastic bottles and cans, metal containers, paper, cardboard.
- Not taken: glass, TetraPaks, plastic bags, anything bagged in plastic, anything not empty, clean and dry.
- Shredded paper has to go in a paper bag.
- A missed collection is Priority Waste. A damaged or missing bin is the city.
Yard waste and compost
Seasonal curbside collection, on the same day as your regular trash.

- Runs 6 April 2026 to 18 December 2026.
- Ten compost bags or five cans per collection, nothing over 50 pounds.
- Branches cut to four feet or less and no more than three inches thick, bundled, up to ten bundles a week.
- Taken: garden waste, grass clippings, hay and straw, leaves, pruning debris, tree branches.
- Not taken: animal waste, dirt, food scraps, gravel, stone, mulch, wood chips, pumpkins, roots, sod, stumps, vines.
- No cardboard boxes and no plastic bags.
Priority Waste
The city's hauler. Missed trash, recycling or compost collections go to them first, not to City Hall.
- Report a missed pickup by phone, by email, or through their contact form.
Westland Recycle Center
The city's own drop-off centre, separate from the curbside bin.
